the northern california region. i usually focus on about $350 -- $350,000 of sbe loans. last year, for 2010, i did 43 loans. so we are lending. i usually focus on six different types of loans. start-ups, business acquisitions, real estate purchases with ti's, working capital, a partner buyouts, business expansion. when i am looking at a potential loan, i use the standard five c's of credit. the first one is character. what we are looking for is a minimum score around 640. we would like to say no recent bankruptcy foreclosures, bankruptcies, tax liens. if we see a loan that has been modified, we would like to see a reason it was modified, what ever reason it may be. it cannot be, i did not want to pay that payment any more. the second c, conditions. basically, how precise will the money be used? we are looking at a business plan. when you look at a business plan, that is just a start up. we are looking to see where there will be the need for lending. if you are an existing business, we want to see the money that we give you goes to the growth of your business. the third c is capital itself. bas

, let me introduce our discussion. earlier this year, california state senator mark leno introduced legislation that would revise the penalty for simple drug possession under the state law, making drug possession laws that punish as a felony would now be punished as a misdemeanor. the new legislation, sb-1506, does not apply to anybody involved in selling or manufacturing drugs. the stated purpose of the bill is that it would help alleviate overcrowding in state prisons and county jails, and ease pressure on california's court system and result in millions of dollars in annual savings for both state and local governments. senator mark leno who couldn't join us today as been quoted as saying, quote, there's been no evidence to suggest long prison sentences deter or limit people from abusing drugs. in fact, time behind bars and felony records often have horrible, unintended consequences for people trying to overcome addiction because they are unlikely to receive drug treatment in prison and have few job prospects and educational opportunities when they leave. this legislation will hel

, in california, there are a number of offenses, drug possession offenses, that are punished already as misdemeanors. i think met amphetamine, p.c.p., i think valium, certain steroids, and yet we treat as felonies, the possession of cocaine and heroin as felonies. did you see this kind of discrepancy in the other states that your organization has worked to -- >> matt, if i could, i think the perspective i could offer would be more useful in that is really putting what the u.s. is doing, california is doing in a more global perspective. because what one sees around the world is a growing number of countries that are choosing to decriminalize the possession of all drugs, when the proposals now are merging -- new jersey did this a few years ago in a small way, colombia, argentina, ecuador, guatemala, some with right wing governments, very tough on crime, and in europe, similarly. it's not generally the standards to be putting people behind bars for a possession of any drug in small amounts for one's own personal use. and perhaps the paramount example of success in this regard is portuga

with the business community. one of the biggest champions is that california chamber of commerce. we know it is good for business. and please, organized with the neighborhood bars. there are so many great neighborhood bars in this city that could add that neighborhood element to political organizing. and when you are a district supervisor, it is one thing to have nightclub owners come to you. it is another thing to have neighborhood business owners like bar owners coming to you. we need to organize as a bar owner and that will move us in a positive direction. i am optimistic about the future of night life in this city. i think we have turned a corner. there's a broader and broader consensus that this matters for the broader culture of san francisco. thank you. required some strong leadership because it was shortly after the 101 california shootings that we realized very clearly different agencies within the city had to speak more deliberately with each other, had to have systems and communications and culture built around much more collaboration, particularly with communication. well, that spawned this particular building, and its housing of not only the emergency management, but its physical location of our 911 emergency dispatch system which is right upstairs, and that was started on and under the leadership of admiral bit dlf off. it was concluded very well. he then went on to what i say was parallel to me because i thought i was having the best job of my life of purchaser and we all got a different call and he went to the school district and we had fun with the most difficult assignments we could get, and if you ever work with the school district, and i know the school district is here it's a hard job, but it's one that he focused on with respect to their assets, their property, their role in emergency management and has faithfully well r

that what that means for transportation, not only in the state of california, but nationwide, is pretty significant including, of course, what it does to high-speed rail. and the president has been a very strong supporter of that and that's something that we have been pushing for here in california and we want to make sure that we continue our efforts. but that certainly is a positive development on that -- on that front. as we move forward to the next year, one of the things that i'd like to ask my colleagues is to simply think about some of the priorities that we should have as a body, not only priorities in terms of the individual projects or needs that each one of our districts has, but also collectively the priorities for the city. i know that we have seen a great deal of cooperation between the county transportation authority and the sfmta and i think that it's important for us to continue those efforts. and one of the things that i wanted to see next year is to -- and focus more on how we improve some of the coordination that is taking place among the various city agencies, espec

of california berkeley with a degree in civil engineering. i started with the department of public works in 1984. in 2003, i was asked to come to san francisco public utilities commission to take the meat on the program. i'm responsible for all the large capital projects for water, waste water, and power. it's about $12 billion of capital projects. we have a lot of projects. our water system improvement program, 80 products that span seven counties. we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we really had a system that would elevate all issues so we could address them in a timely manner. as you know, time is money. we have a construction management information system. it is a great tool to help us address construction and make it successful, as it is today. cmis is one of the first major tools we put in place. the next one is the san francisco online invoicing, where we are now working with the contractor and consultant to have them submit their invoices online. we are also working on electronic bidding system
